PARIS, August 28, 2026 – Proskauer announced today that Christine Le Bihan-Graf has joined the Firm as a partner in its Paris office. A recognized authority on energy and industrial regulation, Christine helps clients structure and close infrastructure investments and transactions across highly regulated sectors. The addition bolsters the Firm’s complex public law capabilities in France and across Europe.
Christine is highly regarded by decision-makers in government and business in France, with a deep working knowledge of the institutions that shape how major transactions get done. She headed the French Energy Regulatory Commission, France’s energy regulator, and served on the Conseil d'État, the nation’s highest administrative court. She has spent the last decade in private practice, building and leading regulatory and energy transition practices for leading French and global law firms. Christine is ranked Band 1 for energy regulatory work in Chambers France.
Christine advises infrastructure funds, financial institutions, major industrial companies and public-sector entities on public business law, sector regulation and complex projects. Her practice spans a broad range of strategic sectors, including energy, transport, public utilities, life sciences, and healthcare, where she advises clients on regulatory frameworks, public procurement, concessions, permitting and other high-stakes public law issues. She is recognized for her expertise in energy and environment law and advises on power purchase and trading, nuclear, renewables, grid connection, hydrogen, energy storage, data center infrastructure and other strategic infrastructure assets.
