Richard Continues Global Litigation Buildout Enhancing the Firm’s Capabilities Across Health Care Litigation
LOS ANGELES, August 11, 2025 – Proskauer is pleased to welcome partner Richard Westling to its Litigation Department and Health Care Group in the Los Angeles and Washington D.C. offices. Richard continues the strategic expansion of the Firm’s litigation footprint both in Los Angeles and firmwide.
Richard regularly advises providers and executives in complex regulatory matters and enforcement actions involving the DOJ, HHS-OIG and CMS. He also defends corporate clients against health care fraud allegations and False Claims Act (FCA) matters, including qui tam litigation. He has an established track record of success defending some of the most prominent health care organizations in the world.
Richard has experience in government and private practice, in a variety of roles, including as general counsel, federal prosecutor, and criminal as well as civil defense. Richard spent over eight years at the U.S. Department of Justice, holding senior positions in New Orleans and Washington, D.C., with a focus on health care fraud, asset forfeiture and tax enforcement.
