NEW YORK, March 27, 2023 – Proskauer, a leading international law firm, is pleased to announce that partner Brian Rosen has been named a 2023 Dealmaker of the Year by The American Lawyer. Brian was recognized for his role as one of the lead restructuring counsel for the Financial Oversight and Management Board in Puerto Rico’s restructuring of $74 billion of bond debt and $55 billion of unfunded pension debt.
During the restructuring, Brian led a team that negotiated terms of understanding with multiple and divergent creditor groups; developed a restructuring plan for multiple Puerto Rico entities; and presented the plan of adjustment to the U.S. District Court for approval. The restructuring created a realistic path forward for Puerto Rico by establishing a foundation for growth and re-entry into the capital markets, which will be crucial to Puerto Rico's future.
A member of the Firm’s Business Solutions, Governance, Restructuring & Bankruptcy group, Brian represents and advocates for debtors, creditors and acquirers in distressed situations. Brian has played pivotal roles in some of the most notable chapter 11 and out-of-court restructurings throughout his career, representing companies such as Enron, Washington Mutual, Foxwoods, among others. He has also participated in numerous middle market restructurings on behalf of both creditors and debtors.
