Michael Richter is an Associate in the Litigation Department, resident in the New York office.
Prior to joining Proskauer, Michael served as a Senior Intelligence Analyst with the Department of Defense, and was a member of the Editorial Board of Studies in Intelligence, a scholarly journal published by the Central Intelligence Agency’s Center for the Study of Intelligence. He also helped build the Office of the Director of National Intelligence, serving as the first-ever Joint Duty Program Manager for the Intelligence Community. This program, recommended by the 9/11 and WMD Commission reports, and mandated by the Intelligence Reform and Terrorism Prevention Act of 2004, instituted a personnel system designed to ensure that future intelligence officers, and especially those that lead them, “connect the dots.” In 2008, Harvard University selected the Joint Duty program as one of the six most innovative government programs in America out of more than 1,000 competing programs.
