| Biography:
Julia McMillen is an attorney practicing in the Health Care Department at Proskauer
Rose LLP. Her practice focuses on corporate and regulatory counseling to a wide
range of health care industry clients, including hospitals, long term care facilities,
physicians and physician organizations, pharmacies, outpatient imaging centers,
durable medical equipment suppliers and other medical supply companies, health
plans and risk retention groups, as well as health care real estate owners,
lenders and equity investors.
Julia provides clients with counsel in the area of health care transactions,
including mergers, corporate and real estate acquisitions, joint ventures and
equity and debt financings. She has conducted due diligence, negotiated agreements,
and counseled on structure and compliance.
Julia also counsels clients regarding compliance with Medicare and Medicaid regulations,
and provides strategic advice to assist clients in resolving compliance conflicts
with state and federal administrative agencies. She has represented health care
clients in several federal regions and dealt with state agencies in such diverse
states as Arizona, Arkansas, California, Colorado, Connecticut, Florida, Hawaii,
Illinois, Maryland, Massachusetts, North Carolina, Ohio, Rhode Island, Texas, Washington, West Virginia and Wisconsin.
Julia has conducted internal due diligence investigations of health care companies
to assess exposure to and to defend against qui tam and government false claims
actions. She has represented health care companies in the negotiation of corporate
integrity agreements.
Prior to attending law school, Julia was the Deputy Director of a state health
care association whose membership included internal medicine, obstetrics and
gynecology, pediatrics, family medicine and other primary care centers. In that
role, she was responsible for developing programs and funding opportunities
for members and monitoring legislative and regulatory initiatives impacting
reimbursement.
Julia received her J.D. degree with honors from Saint Louis University, where
she served as a staff member and the student managing member of the Journal
of Health and Hospital Law. She also has a Master of Arts degree in Teaching
English as a Second Language and a Bachelor of Arts degree in French. She is
a member of the Bars of the District of Columbia and Missouri.
